As for the insigna carried by the scout, that‘s the „Bronze Wolf“ highest decoration from the World Scouting Comittee, only 370 have been rewarded since it has been established in 1935. They were the saluting the colours. Because across the world, colours or in french (drapeau) are seen to be holy or sacred and they are presented by the Head of State. So its the sacres symbol of a regiment, hence due respect should be given. Just like how the British Royal Family will give a headbow (or salute in uniform) if they pass the colours.

Actually no, it is the royal flag of the family of Luxembourg and the official coat of arms of the city of luxembourg, a few years ago it was made the secondary national flag but only recognized as such in Luxembourg.
