Why not make it easy lets say Every qualified charge of any Dr. Hispitals, emergency room any specialist. Etc.. Phil health some may 100 % paid and some 80% paid.. Patient co pay either 0 co pay or 20 % co pay dependent on the qualification of income level of the patient.

Everything should be covered not by package but dependent on the charges. Dialysis 1,000 for those whonare low income or poverty these are those can't afford to pay contributions 0 copay means Phil health pay the 1000p. Then 20% for copay for all of those not on low income or poverty also that means the patient co pay is 200p.. By package is very confusing..

Why make it so hard simplified Example Dr. charge if konsulta is 500p let's say 80 % paid by Phil 400p 20% co pay of the patient 100p for direct contributors and 0 co pay for the low income or poverty..

You are just giving yourself hard time with every sickness is by packages, i think you should just abolish that and its very confusing . You should differentiate the medical card by with copay or zero co pay Accross the board Phil health pay 80% and patient pay 20 % from qualified charges of Doctors, specialist, laboratories, drugs, vision, konsulta etc. Etc.if your medical card is not qualified for zero copay. To be qualified for 0 co pay for patient shoulpd prive be that you have no income, low income, below poverty level,. Patient that have 20% co pay should pay the 20% co pay upfront but if the bill is too high to pay co pay upfront then loan payment monthly should be allowed or see if they qualify for financial help. The billing and payment should be between Doctors, laboratories, hospitals, emergency room, pharmacy, vision, konsulta specialist etc..etc.. and Phil health not the patient as long as thise whobhave co pay should pay the 39% copay upfrint.
