I understand the lady is the disbursing officer and she did not perform her duties well as per the PDs and whatever. However, as she said it is for rent of SAFE HOUSES, purchase of information - do you expect her to know who the landlords are and where the safe houses are and to know the names of those who provided the information AKA snitches? and to have those on paper for COA to audit and the whole world to see? Internal controls have to be designed and implemented and the laws amended to address this..... not entirely her fault. If I was a disbursing officer, I probably would understand that those details should stay off the books to keep confidential but controls have to be in place to support these disbursements in case of such investigations (behind closed doors). I think we have a lot of movies and tv shows regarding spies etc to kind of "imagine" why she would not know anything right? come on. If OVP is investigating alice go for example, would you expect that an SDO would know who "operations" paid to snitch on alice? DUMB. The informant might as well have a press con. They don’t understand that SDO is just in office and the Security officer is in the field meaning he is the one responsible with all the operation or transaction. To add also of course the report from security officer is also the accomplishment report because that is the same that is the bases. Lastly, Filipinos should not fight among themselves because of disagreements between our leaders. We must remember that, at the end of the day, these leaders have food on their tables and comfortable homes to return to, while ordinary citizens like us gain nothing from their conflicts.
