Question: when you scale and rotate, cane you control if the scaling is on chosen axis, like only height, only side etc?

Scale will typically work on the extents of your selection or group, and you can scale from any side. If you want to scale from a specific point, you could always add some temporary geometry/ edges to get scale to work to that point. Hope that makes sense.
