In most places in the US, bicycles are subject to all road laws. In some places, it's actually illegal to ride on the sidewalk. They are treated just like cars in that regard.

From where I'm from, it's illegal to ride on the sidewalks if you're older than 14. That being said, it seems to be enforced only in city core and not in the suburbs. Considering this guy didn't have lights, reflectors, or hand signals he's probably safer on the sidewalk anyways.

It stopped being about him riding on the wrong side of the road the moment he ran. That's suspicious behaviour. Then he started trying to climb over fences on other people's property, also suspicious behaviour (and trespassing). So no, it wasn't 4-5 cops out looking for a cyclist not obeying traffic laws. It was 4-5 cops looking for a guy who was probably either doing something illegal when he saw the police or was wanted already. Running escalated the situation for him.
