Groo Wanderer Cop told him to stay there and get out his license, he was being detained. The people he was with were also being detained, therefore it’s reasonable for a judge to see that the person that ran was also being detained. :)

He clearly told the vehicle that ran to stay put and give drivers license, then they ran. I was wrong. They still should've gotten rid of it while they had the chance.
