This will never happen in Asia as it is a taboo and most heinous thing of anyone taking advantage of looting while fire is raging. Usually people or nearby neighborhood will respond to help to douse the fire. Persecuting of looters in fire mishap is unheard of in Asia.

As far as looting goes if a home is in the process of burning up anyway and if someone grabs a tv that's about to burn up anyway then I wouldn't be as upset about it BUT stealing is still wrong regardless. I'm just saying I don't think it matters as much if everything about to burn up anyway although I would probably ask for some items back...
