Since the 18th century, new ideas about children and how they should be treated became the topic of debate and several laws were introduced to protect young children. While progress was made, in many industrialised working class areas, such as the Black Country, change was slow. Many children were expected to take on responsibilities and contribute from a young age, and poverty was rife.
