This is true. I was on the hook for a year, in front of Modern Sailing school. I went to the city council meetings concerning anchor outs. Just a bunch of rich people saying, "I pay taxes on a $7 million home...and these people get off scott free! Why???" The 1% are real fuckers.

Born and raised in the Bay Area. Tons of family in the North Bay at one time never had a clue as to what was taking place on Richardson Bay. As soon as I realized of the surrounding cities and towns of Richardson Bay, I knew immediately why it took place (of the clearing of the boats). The wealthy and the elites do not want to know of or see people “less than them”, trying to live just like the rest of us, (except they choose to live on the water). I personally do not have a problem with it. I feel that the ocean is somewhat of a public domain. We shall and should always take care of it and nurture it and keep it as clean as we can so that future generations can enjoy our bays and oceans. I am not exactly sure of the accusations against this group of people, but I have a pretty good idea of what it could be. Once again, I don’t have a problem with it. It’s the surrounding people on land, of elitist groups that don’t want to see “lesser than in their playground”.

IDK. It's a tricky one. Yea, my initial gut reaction is that they aren't hurting anyone, leave them alone. But they rely on the might of the US government to live free and safe on the water. They use american services, they rely on the stature of the government for safety, they their water. IDK. There should be some kind of program for this, just like a cheap ocean living fee, say like 100 a month or something Although IDK. Say this catches on. Now you have communities living out there. Are they going to expect rscues? Medical help during heart attacks? I can see a community like this costing a government alot of money

I lived on my own boat with pump out. Raised my daughters to row into shore for work and school. Participated in resistance. I was a school teacher and chose that lifestyle for many reasons. The resistance were filmed at all meetings. People (native Hawaiians) had been living in Kehei Lagoon since time started. Everyone is gone now. The government dropped stuff on us and said it was too dangerous. We stayed anyway. The government actually removed the island that was part of the lagoon. My heart is with you

My father, Ale Ekstrom, lived anchored out in Richardson Bay for over 50 years. The local SF PBS did a short documentary on him, and dubbed him "Grandfather of the Anchor Outs". The Marin Independent Journal did a full page obituary on him in the summer of 2015 when he passed. Many of those in this fabulously done mini documentary knew my father. He'd be rolling in his grave. Good thing we spread his ashes in Richardson Bay instead.

I lived aboard on the hook for years. I birthed a baby on board. What people on land don't understand is being a sailor is a commitment, a passion, and a gentle way of living on this planet. 5 gallons of fuel a week, 10 gallons of water for bathing, 5 gallons of propane lasting 4 months. You have only what is necessary, generate little trash, and pay taxes out of your paycheck like everyone else. It was the best time of my life and I miss it still.

I lived in Richardson Bay on a 130ft tugboat named “Justine”. We were tied up outside the breakwater at Sausalito Yacht Harbor. There were lots of us living on baits in the harbors and lots of anchor outs. It was an amazing community. We were there in the 90’s. My boyfriend was a mechanic and captain and we also fished salmon and crab. It was such an interesting life! They were already trying to get the anchor outs off the bay and not liking that people lived on boats in the harbor. My heart goes out to them. They just want to be left alone.

72 hours?! Everywhere around the world, boats sit anchored out in the bays for months and years. I've lived on the ocean a few times. Whether anchored out, or with extremely cheap slip fees, boat communities are unique and composed of very honest and hardworking people. It seems like a nearby city or enterprising person could provide water and sanitation services for these boats. Thanks for telling this story! I'm fascinated by these types of obscure local issues.

It's the same way in San Diego but even harsher. In our bay you can only anchor in certain spots for like a total of 6 days a month. The anchor outs then have to go outside the bay into much more exposed waters.

In general (most, not all), people living in "free" anchorages are druggies and/or complete slobs... they don't maintain their boats and they become hazards when they sink or break loose of old ratty anchor lines. This happened to us in Washington state. I worked on wooden boats, my wife and I worked on tall Ship sails during the winter. Washington demanded only 20% of a marina could be liveaboard. The simultaneously started harrasing anchor outs (us) . Ironically Washington state claims homelessness is an epidemic. What they really don't like is independence and self reliance. We gathered our water from a spring, had a composting toilet, sailed or rowed everywhere (no outboard pollution thank you) had no generator. We heated and cooked with wood scraps in our lil cookstove. The liberals that claim they want to go green and live with nature run Washington state. They are hypocrites and liars. They are actually the elite, managerial class that couldn't survive if people didn't grow their food, build their houses, and give them money that we all work for. The neocons and the neoliberals are all parasites!

Excellent documentary! I grew up as a child in Sausalito in the 70s and early 80s, my parents had an apartment then a rental house up on the hill overlooking Richardson Bay, I would fall asleep at night in bed staring at Angel Island and the marina, and dream that one day I will buy a sailboat and live in the marina or on the water in that Bay. I had childhood friends who lived in the fancy floating homes in the houseboat marina, I still remember spending the night at my best friends house sitting on his bed with our fishing poles out his bedroom window. A couple of my friends were from poor families living on dirty derelict boats in the adjacent marina, but they were good people, very friendly and welcoming, and regardless if rich or poor these houseboat families were extremely protective of the marine environment. I'm currently 56 years old, I never achieved my goal of living on the San Francisco Bay on a boat, but I still to this day am touched by the families I grew up with on the Sausalito harbor, and 5 years ago I finally achieve my dream of owning a liveaboard size sailboat, a beautiful 1978 Newport 30 foot in excellent condition for her age which I keep in the marina on Lake Mead in Las Vegas Nevada. Unfortunately due to the high cost of marina slip rent, and that we haven't had time to use the boat more than 1 weekend every 2-3 months, its become unfeasible to continue so we have decided to put the boat up for sale this January or February. The dream is still present, we will save up again and hopefully before my retirement age we will buy a larger sailboat to actually liveaboard, my dream is to own a 45 to 50 foot Beneteau Oceanis, possibly in Norfolk VA or Florida or Seattle, then eventually relocate to Subic Bay in the Philippines where my wife is from. God bless the Richardson Bay boat community nomads, I stand by your side in support, fight for your rights at all costs never give in, your actions today determine the future of the boating community for generations to come!

Glad to come across this video. Never knew the term. In the late 90’s I was on a job out in Long Beach CA. I got a cash stipend for housing and someone turned me on to living like this. I paid a nominal rental rate to some hippy guy who owned a few anchored boats. It was one of the best 7 months of my working career. Paid a little extra each week for someone to taxi me back and forth to the dock in AM-PM. Saved a bunch of the stipend and everyone got something out of the deal.

Lived on my boat there in the late 80's. It was an incredible life. Learned more about real conservation and government greed when it came to conservation. There were people living there that had dedicated their lives to saving marine life and protecting the environment. To paint with such a broad stroke is ludicrous.

17:05 Dredging is double down damage to eel grass beds. Not only is there immediate damage of being scooped outa the water but deepened channels reduce the tidal flow over the grass allowing algae to settle on the plant reducing photosynthisis. If the REAL concern is eel grass then all the boats and all the human pollution should be looked at - don't just single out one group.

I don’t know how it is in San Francisco, but here in SW Florida, the problem with the anchor-outs has to do with the hazards they create. Many, probably most, of these craft are under insured if insured at all. They will moor inshore for storms, often in parks and/or preserves. The boats that are sunk are abandoned. The owners cannot pay for the salvage, so the boats are left to rot. It takes the state (or county) years to process the removal, at great expense to the taxpayers. If you want to live aboard, you are welcome to, as long as you can afford it. It’s not free, nor even particularly inexpensive.

I'd bet 90% of them from the looks of their boats, are receiving some form of government assistance to pay the bills. Do you feel the same way about homeless people on the street? Because that is what these people are. They just trade tents for boats. You know, upscale homeless people. Although I have seen some tents that look better than some of these boats. I'm not saying that as a dig against them. They are perfectly fine people as are most homeless people. But if you are going to run them out of parks, or force them to move their cars and campers, then forcing them to move their boats is no different. It just doesn't fix the problem, which is homelessness.

Everyone has their own motives for being out there. But a lot of the issue with these people is that they can't afford to live anywhere else or at least live anywhere and have the same lifestyle. Unfortunately, the situation has gotten out of hand which was inevitable. Coastlines are not free parking zones. Any more than you can park your car on a street and not move it. Do you get what I am saying? Walmart lets you park overnight. They do not let you live there. Same thing here. Now if you are at a marina slip, that's a different thing.

I've been a van dweller since October of 2005 and we're seeing similar things happening in our rhelm. Wyoming is now trying to stop people from camping if you're a "full-time " camper. They have labeled us as Resident Campers and are running people out of areas. I've started to carry a rental lease agreement with me to prove that I have a home. The government sux.

As someone who's been watching a marina, I've learned that a lot of boats at several local marinas dump toilets at night as the tide is changing. Sometimes out water there is clear, other times covered is crap, usually when the large yachts are around. It's disgusting behavior.

I live on my sailboat with a hundred and fifty gallon black water tank. The woman in the video had a composting toilet. I have traveled to many countries that do not allow the wealthy to live on the waterfront with their pesticide lawns that truly create red tide and destroy sea life by taking oxygen from the water. If you have ever seen a red tide event, it will break your heart. Piles of fish, birds and other sea life dead on the beach. Laws need to be made to prohibit lawn run off and run off from storm drains into the oceans from these homes. That is where the real damage is. We have an incredibly small carbon foot print. We used no fuel to go from south Florida to North Carolina, just sails after we left the inlet. We are off grid and can make our own water.

Me and Brian Bernard graduated from the California Maritime Academy back in 1986. He sailed professionally out of the union hall. Still on the water is a good thing. I retired from the USACE in 2016 and my water time is now on my Corsair F31R. No mid-watch for me! BTW: I find hilarious that you talk of water quality while the geese are pooping right behind you. All creatures have excrement not just humans. The food and trash left on the ground ends up in the water as bird poop and it has more effect on water quality than you might think.

That is actually true because in San Diego at La Jolla cove and the La Jolla Cove area it is horribly smelly because of the seals the city of San Diego doesn't even clean it up when you go there to snorkel and go scuba diving and all your stuff now as of 2018 is the last time I went out to the beach in La Jolla cove and La Jolla Shore you actually stink the seal shit and the smell of the sewing nasty water in the Pacific Ocean which is coming from the seals and the bird life and the city hasn't done anything with it what they have done is cracked down to where nobody can run them off back when I was a kid in the 80s the whole entire 80s we played at every Beach from Mission Beach all the way from Imperial Beach all the way up to La Jolla and all of it and we would play all day and night playing Marco Polo and tag going through all of those caves and everything as a child nothing better than just playing that and I look back when I go down there now you see a lot more erosion on the stairs at La Jolla cove and you see the stents or the smell of the road getting towards the ocean and it's because of the city of San Diego they should get the marine life out of the way like they some what did back in the day but they don't do that and they haven't done it for a long time and there's so much pollution now

I lived aboard and cruised including a singlehanded circumnavigation for 7 years and loved the lifestyle. The world was my oyster. I always anchored out, but never stayed more than a few days at any one spot. It is too bad this lifestyle is under attack in many places in the U.S. It is kind of important not to make your boat look like a 'bum' boat and you will find more acceptance by landlubbers.

From my experience in south florida. Most the boats aren't seaworthy and never will be. They sink and the bum that lives on it could care less about getting the boat off the bottom. A lot of the blokes were from the northeast. They all had to work for cash because they owed child support. One guy pulled his 30 footer around with a kayak. Same dude had it rigged so if you pissed in the sink it would go out the scrubber hole. There are some marinas that are basically trailer parks on the water. The way I look at it is the same as my motorhome. If its not road worthy your just a bum in a broken down trailer.

I had the good fortune in the 1990's to live in a place with good marinas allowing or encouraging live-aboards, with special facilities for the winter (around Toronto). Most live-aboard boats were seaworthy, but inevitably there were a few hulks (boats and humans...).

The Dutch government is making it more diffilcult to live on a boat but if you keep low profile nobody is doing difficult. Kind of like when corporations want land near airports for their warehouse they use the government to evict them by rezoning the land from residential to commercial. It's over y'all. I lived on my 36-foot Tahiti ketch in Keehi Lagoon (Honolulu) in the 1980's. I got in and out with oars. We were an amazing, self-governed community. I never heard of anyone calling the police. We did not have cell phones back then. We could see the lights of the city, ashore, but we were on a different planet. On holidays we usually gathered on the Kapu barge, that was aground on a bar. Of course, our weather was beautiful and the water was warm and no one hesitated to jump in the water to do boat maintenance. But then, they passed a law, and cleared out that "sleazy backwater of Honolulu", as the newspaper called it. I can't say that was a bad thing. I don't know. The world is complicated. Fight on if it suits you but even if you win, you will never live in peace. Angels surround us and you will be happier if you focus on the love in your hearts than if you focus on "winning" a fight for your "rights". Fond memories. Have fun and be dangerous. I am 69-years-old now and I spent the last 15 years making my 600-square-foot shop space in Mammoth Lakes really bitchen. I planned on living my life out here. I have been living and using this space for 30 years while working as a carpenter, but now I am retired, with no assets and no bank balance and just my social security. Now, I have to leave. It has always been illegal but our industrial park has never had any management. They just took our rent and left us alone and I have never known of a conflict here. But now, we have new management, and I have to leave. Oh well. I am going to get a small, storage space, for my gear, and live in the southern Sierra, year round and resupply here in town. I think that will be illegal, too. But me angels watch over me and I will not "defend" my rights. Crampons and snowshoes in the winter. Life is still an adventure. Aloha!

I lived on a boat in a few different locations. It was not easy but nice, there are derelict boats in every bay which give the rest of us a bad name. I'll be back on the water as soon as I'm retired.

I was planning on living on the water and to do it legally you have to rent dock space and the dock space has to allow it. You can't anchor for more than 24hrs here either. It's a bunch of garbage regulations that prevent nothing but trouble for boaters. The government is out of control.

The question is whether the slip rental is reasonable. I was fortunate that in my experience the costs were far less than renting housing on land, but that was in the 1990's and very early 2000's when the demand for slips was less than the supply in my area.

Except they are the reason for the regulations. They were dumping sewage and trash in the water right off shore, and not doing maintenance on their boats which caused oil leaks, etc.

Where do you think that all washes out to look the trash everywhere? I won’t go to San Francisco anymore. It’s disgusting. It’s not from these people and look at all the people with cars who are poor? Do you think the runoff goes to? and don’t even get me started on multinational agencies polluting the water, the air and the land they don’t have to do anything to repair the destruction they do. But little tiny people with little tiny brains, believe propaganda and will focus on these few people in the bay who might have an oil leak. Because they have nothing between their ears.

I lasted 10 years on the water here in Nashville before they "encouraged" me to buy the farm. My boat's been up on dry here now 15 years. I miss the family that was the boat dock.

Safety items onboard, etc. I'm coastguard registered and in a harbor that limits time in it's 2 small Anchorages. I pay for my permanent slip after 4years of waiting. So glad it's not a water ghetto like that up in the Bay area. That's part of why it's such a dump up there .

Man, that gentrification was already over by the end of the 80s AFAIK, although it's a never-ending process (or it seemed like it was in the 2000s when the tech industry drove prices and rents to astronomical levels and regular working people could no longer live there). Now the shoe is on the other foot as the saying goes.... everybody's bailing...why live in California if you don't have to? Even Google is looking for new territory....But have rents come down? I'm from this area. I've lived here off and on all my 70 years. I also own a 41' sailboat on which I'd love to live. But the entire SF Bay is becoming impossible for live aboards, whether you are willing to pay or not. Most of the marinas are gentrifying and will no longer take new liveaboards. They're also prohibiting things like tarps, construction or significant maintenance. To be fair, they have had a lot of trouble with liveaboards when they fail to pay their slip fees and with people who simply abandon their boats when they lose interest. The marinas have to absorb all those costs. But they are raising their prices and making other changes so that only the wealthy, with their million dollar yachts, will be left. Those people will never even notice the slip fee on automatic payment and they can afford to have their boats hauled out every year just so they can spend the 4th of July on them. The anchor-ons, those who are left, are being forced out everywhere on the Bay. They and the liveaboards will soon be a thing of the past and the Bay will be a playground for the wealthy.

Dad built a boat .. 63' sail ..it was our home on the water we sailed the intercoastal from Oswgo to New York and then back inland to Ft Lauderdale .. i did my schooling on it.. was wonderful and different .. so happy to have had many experiences ..freedom is sailing ..but you should be able to anchor anywhere ..except around military/navel areas..

I love the bit about them dumping their sewage in the water. I used to live in Alameda. I went to high school and then college there. The first thing I learned was that just because we were surrounded by beaches doesn't mean we could use those beaches. All of the sewage in the bay area gets pumped into the bay. Those boaters aren't doing anything the rest of the people aren't. And frankly, the moment I saw these people were in a bay near Sausalito, that was all I needed to know. Bunch of rich folks that don't want their multi-million dollar homes to depreciate in property value. Sausalito was full of assholes like that when I first moved to the Bay Area in 2003. Nice to see nothing's changed.

You have an incredible narration voice. It's engaging, akin to David Attenborough or my hometown hero RIck Steves. Also, this feels like genuine journalism and not just slander. Would also like to see you interview the opposite side of the coin to gain some juxtaposition to your initial point and to stir the pot a bit. Would leave it a little more thought provoking even though I totally side with the Anchor-Outs and always have. In any society I would look at how well the more fortunate take care of the less fortunate. I would look at how well are the less fortunate people. Not all people are born into good circumstances. For some people a good day is still a struggle. Not all that struggle find their way. Be kind to one another. Educate one another if possible. Show compassion

I'd like to talk about the REAL less fortunate. The people who work 40 to 60 hours a week, in 2 or more jobs, just to pay half to 2/3rds of their income for rent. People who struggle to cover food and electricity every month. People who DEAL with their problems, and all of us have problems, and yet don't turn to drug abuse or booze as a solution. People who slave to keep our world going, while self serving bums crash in every square inch of space they can find, happy to get by with begging (and stealing), while the rest of us slave. I see the wealthy and well set, happy to charge to the defense of these exploiters, and yet you'll never find the same middle/upper-class Karens rush out to protecting a working class man or woman. You'll find them running food out to drug addicts and protest encampment removal, but you'll never see them pay their gardener or babysitter a decent salary, especially not if they can find a 3rd world illegal to take advantage of. They will yet at a McDonald's employee for forgetting a napkin, and then virtue-signal their love of bums while sipping mimosas with their friends at a brunch. Why do people pay so much attention to floating trash, and none at all to the people who keep their world running while desperately trying to stay afloat?

I can relate. I have lived on a boat in the UK for several years, just had to sell my boat due to two mooring fee increases in two months. Marinas are being bought up by money grabbing companies and making it too expensive. If you don’t have a mooring the authorities make you move the boat every two weeks to a new area, which makes it difficult for those with jobs to commute to. I miss my boat but it got too hard 😢 Couch surfing while I figure out my next move.

Let's agree it's all bad. This administration wants to hobble the middle class and force all citizens into standardized, government-controlled jobs and housing. For our own good, the wealthy progressive democrats will audit our profits, manage all healthcare (horribly), allow all comers to enter the country and thus, enter the lower-class workforce and strip away the checks and balances that would allow any other party to ever challenge their rule.
