Why are such vessels not self-propelled. Voith Schneider Propulsion can provide accurate propulsion, but also active roll-stabilisation as well as accurate DP once on station. This would eliminate all the tug handling… Just wondering why it’s done this way. Can anyone please explain?

I've seen the plates being cut in Shanghai Waigaoqiao Shipyard back to Aug 2018 and walked into the cargo tank in autumn 2019. What an achievement!
