Explained: Sebastian is a Vampire, he had been locked away in a coffin and when they don’t feed vampires desiccate. The only way Sebastian could communicate with other people was within their heads, which is what he did with Lizzie at first. This is why no one could see him other than her. After a being given blood their desiccation becomes reversed and they are “alive” again. So yes, now he is real and visible to everyone again. (Hope this somewhat helps😂💘)

Why?!He made her believe she was having a mental breakdown. As someone with a mental illness, I can tell you that's one of the worst things you can do.
