Actually the Imperials were extremely careless in some regards as well, among officers, it was common to not know any of the names of the soldiers that were under your command, so being denied the use of a medical droid might be something that isn't all too unusual. After the Clone wars, the imperials created an alternate set of clones and started recruiting humans from the public as well, so there was an overall quality drop in service, and a drop in the quality in which those servicemen were treated.
