Where the hell did you get this? Cut content? I've beaten the game like 3 times and never even heard of this car. Edit: This truck would've made a much better prize than the BF Injection at the third stadium.

This car was like a functional easter egg, as it never spawned in regular traffic. You have to go find it.

For some reason, have a chance to find this car with hydraulic suspension, like a Lowrider, i even have one but idk why this happens

Well they did on purpose; because when they need to go in more pronounced hills, it will be necessary to upward the suspension.
