Tsunade inherited the village in a shitty state and brought them back. Hiruzen gets stabbed in the back and kills himself. Tsunade gets split in half by Madara's big wood, saves the other Kage, and comes back for more.

I see no problem with Iruka or someone like him being given Guardianship. Raising him outside the village is an option too. You can give people time to cool down while monitoring Naruto outside the village for a couple years. They can bring him back for training later. If he's decided to be too dangerous they could just poison his food or something.

Tobirama and Hiruzen are easily some of the best. Hashirama and Minato are easily the worst. Minato did nothing during his tenure, Tobirama created multiple jutsu (Shadow clone, Edo Tensei, Flying Thunder God), Trained the next village leaders, Made the Academy, Anbu, Chūnin Exams and Ninja Ranks. Hiruzen led the villages modernization and built up everything Tobirama started. He led the village though three wars with Konoha being good in all of them.

The reason the third tsuckikage signed the peace treaty during the third ninja world was because of minato's actions, he created the rasengan, perfected the flying thunder God jutsu and taught them to others, helped kakashi after the death of rin/obito so hé wouldnt walk towards the wrong path, saved the whole lead Village by teleporting away the bijuu bomb and kyuubi. After it hé managed to defeat the masked man and undo the seal of the kyuubi. He then sealed the kyuubi i side himself and his son which ended up being a big reason they won the last war
