From the point of view of Calculus, if you have any curve y=f(x), and you are evaluating a specific range, your _local_ minima or maxima will be wherever the slope of the curve is flat, horizontal (zero), which is the same as solving for the derivative and look where you get df(x)/dx=0. That's all, algebra. You should talk about _absolute_ or _global_ values only if you know that your curve will go forever up or down after a certain point, because then there will never be any hills or valleys again, like he said.
