The metropolitan authority that will be formed as a result of this will have jurisdiction only over basic services that require coordination.

BPA-3B Done and thank you very much sir for this video presentation that clearly defines the principles of local autonomy and decentralization as well as the concepts of privatization, deconcentration, and devolution. Decentralization promotes a better division of labor in the performance of its duties, establishes an efficient and dependable administration, strengthens and improves local development, effectively helps to ensure the rights of the local population to have a voice in government, and improves minority protection. The establishment of strong local governments capable of effectively managing local affairs enables the central government to concentrate and engage in higher-level functions. This presentation also covers and discusses the general attributes of local government, such as the sources of powers of a municipal corporation and the role of the general welfare clause in LGU service delivery, as well as the nature and characteristics of an LGU's taxing power and corporate powers, along with its main sources of revenue.

Done Sir. Thank you again for sharing your knowledge. I realized that the government needs decentralization since it is a good way to meet the needs of the people effectively. Decentralization is being done in the government by the existence of local government who has the authority or power given by the national government to give services to their constituents. National government cannot handle or accommodate various of people of different provinces so in order to have a good and accessible interactions to the government it is a need to have a local government that may provide the needs of the public responsively and less expensive. I also learned that LGUs has no inherent powers since their authority is only delegated by the national government. National government and local government is both needed in our country so there is a need to have a good communication and connection to one another and give the best services to the citizen. DONE SIR (BPA-3B) The basic goal of decentralization is to make local governments more self-reliant, so that their development is not dependent on the national government. I was amazed on the concept of Public- Private Partnership wherein government allows private sector to operate the functions of government by reducing regulations and limitations which accompanied by economic policies. It was my new learnings that private sector may build projects and programs by a contract agreement. apart from that, I was informed about the sources of power used by the LGUs. In this lessons I've learned that LGU is interdepenct to national gov't. in order to delegate or redistribrute the responsibility and authority but has limitation thus it help the LGU to enhance its self-government( self-reliant ) but still the National Gov't has the higher sovereignty.

The lessons have discussed how powers and functions are given to LGU's however these principles are subject to limitations where Central Government have partnership and interdependence towards Local Government. Authority, power and responsibilities are delegated to LGUs from the National Government. General Attributes of Local Government has also been discussed where the execution of powers and sources as well as their classes has been provided.

It is understandably that how important is "Accountability" to the National and Local Government and how the types of decentralization have different aims or responsibilities that could give or help the general welfare in a Local Government.
