There are so many places where water can come in. Water comes in through the doors and windows because that’s easiest. If you seal them off, then you’ll find out all the other places it can come in. Only way to avoid water intrusion is to get above the water. There are temporary dams you can buy, but they’re expensive and where do you store it?

if your house's foundation is not high enough, water can come in your house anywhere.

He said he is a structural engineer but I'm not sure I believe it if he thinks that's going to stop storm surge

Nope…won’t work. Water comes in at every crevice. These are a waste of money.
