One of the steps when following the LOTO procedure, is verification of "zero state". With kinetic energy hazards (moving mechanical parts) or machinery, this involves pressing the start button. With potential hazard pressurized systems, pneumatic, technical gases, hydraulics, steam, this involves opening a discharge to atmosphere valve or reading at least one manometer. With electrical hazards, this should involve measuring voltage & shorting phase to earth (to trip the GFCI).
