There’s a different way you can do this by clicking the A button on the left until the text go white and the text is black then u should be able to click the text to speech this worked for me

For all the iPhone users who still can’t find the button. You have to go to your iPhone setting then select Tik Tok and then switch the language to English. Then it should work
