That is because Westphalia was originally the government of all of Germany which was a sort of puppet to France, a remnant of the Napoleonic Wars. When the civil war happens, all of actual Westphalia falls to the rebels, France seizes Pomerania as a mandate during the period of the war and the kingdom fights from the south. If they win, they can either remain Westphalia or be like "fuck France" and create the German Empire.

In the lore of this mod the Bourbons fled there and held Quebec originally until it broke free with a socialist rebellion. Having Louisiana still exist as an independent thing is a bit hard to believe but it does make for fun gameplay and it has the option of invading France and restoring the Kingdom of France

Both Quebec and the territory of Louisiana had very few colonist living there. That's another reason why it was hard to control and maintain. Because the French monarchs didn't want to have alot of their subjects aboard and unaccounted for.

His jouranal on the island hinted his exile seriously damaged his health due to depression.
