It's due to many reasons. If your game version is official (Steam or Epic), you might download an outdated Liberty version. That's explained why it keeps showing the loading icon in loops when accessing the Rockstar Editor menu. They've fixed that issue in newer versions. And secondly, make sure you have installed the steps correctly. There are a lot of tutorial videos on how to install Liberty on KZbin. Once you solve the problems, you have a little more experience. So go re-check them. Hope you can run the game perfectly soon.
