He technically became one of the strongest mcu characters especially compared to all of the avengers (above multiverse and the infinity stones). 2. I think Odin always knew (he has the ability of foresight) what Loki would become, which is why he always let him off the hook. Unlike what he did with Hela. Besides, in the first Thor movie, Odin does state that both of his sons are destined to sit on a throne. Although, I am aware he may be talking about Loki being heir to Jotunnheim, but I just really feel like Odin always knew he’d become someone very important.
