I don't think the point of these lollipops is to encourage littering, I just think its a way to reduce waste as many people litter anyway. Instead of littering, the lollipop sticks will just decompose leaving the seeds, I wouldn't say their plan was to create the lollipop sticks to be planted, but they used it to their advantage.

This is a pretty cool idea but like someone else said I think they need to maybe look into using a wrapper for them that's not plastic but I guess, for you using a bit of plastic, at least you can grow a plant from the stick and that's pretty decent idea. I never wanted have thought of that.
