She's almost certainly Pandora, or at least what's left of Pandora after having been dead for so long, just like how Dusa is very obviously what's left of Medusa.

I don't think that's exactly true. Because, in the first game, shades used to approach Hades to complain about their conditions and he used to either accept or deny their requests. I've also seen shades huddle around each other and seemingly "talk" in both the games. It's probably that Dora is more expressive than other shades, or is somehow being understood by "lesser" gods.

I think both conversations imply that the longer a shade stays in the underworld the more likely it will forget how to talk normally and reduce to making garbled noises like babies do. Dora herself opens up the possibility of shades relearning proper speech, though, if they are inquisitive enough.

but the dead people we met on the first game could talk too and look however they want, though (eurydice, orpheus, achilles, etc). I think some of the shades just choose to be like that after maybe losing sense of who they were.

@@italoa.9168 Keep in mind Orpheus, Eurydice and Achilles is kinda favoured by Hades himself. They're also more important people in Greeks stories so they kinda have more "special" treatment than others. I would say Dora being relearning how to speak is possibly by fact not much people remember about her especially on personal level (cause she first woman and there not much people at early era), she kinda painted in bad lights so I don't think anyone be favor or pay attention to her existence
