The budget of the movie was only half of the previous ones, so they had to cut a lot of the cast. Apparently the director only wanted to use Tai Lung, but the co-director (which wanted a more serious and emotional movie) and the marketing team insisted on using the other villains as well.

I'll be honest, even though I was very underwhelmed by Shen not even having lines, especially since I think he's the best character in the franchise, I do like his brief fight scene in 0:16. The way the Chameleon uses Shen's tail to trick Po is very well-made and in-line with his fight coreography in Kung Fu Panda 2. I also like that he was the first villain she turns into to fight against Po, which gives him a little more of importance.

What exactly I don't like in this part is: 1) The main villain: Chameleon is not threatening, he is just Hollow villain with no interesting backstory, or any backstory at all. For example: Tai Lung was a Warrior Who was originally meant to be the dragon warrior. He escaped from a prison SPECIFICALLY BUILT TO CONTAIN ONLY HIM. DEFEATED 1000 massive Rhino warriors. DEFEATED THE FURIOUS FIVE AND SHIFU. Had a tragic backstory and was charismatic character. Lord Shen was the one who attacked Po's village and killed his mother. Defeated Multiple dozens of kung-fu masters and broke their will to fight. He was an arrogant, hysterical prince who hyperbolized everything. For him, everything should've been P E R F E C T. And if something wasn't, he would get angry/irrational and merciless, even kill his own soldiers. Even when he lost, he refused to listen and died. Kai was a threat of OOGWAYS LEVEL. HE WAS AN IMMORTAL WARRIOR WHO LITERALLY CAME BACK FROM DEAD, WHO ABSORBED ALMOST EVERY MASTER OF KUNG-FU, ALIVE ONES AND EVEN DEAD ONES. DESTROYED THE TEMPLE AND WAS ONLY DEFEATED DUE TO INFINITE qi of Po! And Chameleon ONLY SAYS that she's stronger than everyone Po have ever faced. And the second thing is weak changing plot and lore. Like, tf Shifu means when he said that Dragon warrior needs an apprentice to replace him? That's never been told before. Tai Lung's unlogical behavior changing etc. And that furry-Thief. His(or her, i can't tell cuz he looks like a girl) backstory was so bad that even GPT-mini would write a better one

Shen is a Kung Fu practitioner, he's just not on the level of, for example, Thundering Rhino, who dealt with him effortlessly before he resorted to his cannon. Rhino even pointed out the difference in their skill level before he died, but Shen is a skilled Kung Fu fighter in his own right, having dealt with both Croc and Storming Ox simultaneously without any trouble at all before Rhino stepped in.
