What is the objective when utilizing containers? Repurposing containers so they don’t sit and rust in a field? Or is it actually more cost effective for the builders?

It can be cost effective, but as with anything, that will depend entirely on the other materials chosen. Containers offer a base shell and structure without needing to assemble outside walls, and because they are steel they are inherently fireproof. They're meant to be stacked on top of each other by design, so that also is a point going for them. Shipping container homes can be done relatively affordably, but I'd guess their biggest selling points is the time you can save with construction.

they can be cheap cabins but after a certain size it's cheaper just to use raw metal or blocks or stone or wood... the advantage is they go up with a roof and doors immediately, so if you need emergency shelter and have a concrete slab they can go up immediately.
