I grew up in Buena Park, Ca in the 60’s and 70’s. Every Friday morning at 10:00a.m that siren would go off. It was so loud! And it sounded exactly like that and for that length of time. The teachers would stop teaching and we’d all just wait for it to stop. Then everything back to normal. I’m not sure what year they quit doing the air raid drill but it was in the 1970’s.

Nope they haven't been tested or operated since the 70s

Last time the civil defense siren system was tested was in January 1985. Disney Hall did an event downtown where they used four of the sirens for a War of the Worlds production, but they gutted the sirens and installed speakers which I believe are still in there. From what I've been told the sirens would all still work if they were repowered and cleaned out (bird nest, debris, etc), but I don't expect that to happen any time soon. However, there is one siren on Catalina Island that they do test once a month.
