Yeah, San Andreas (and Vice City, for that matter) have actually been a part of the series since GTA 1. But in the original Grand Theft Auto, San Andreas was one city that was based on San Francisco. And you can tell that here, because he asks BJ about winning a game against San Andreas as opposed to Los Santos, San Fierro, etc., which I guess means they hadn't yet decided on turning San Andreas into an entire state when they wrote that line.
