Did you find dps change from 2->3 pieces big since you're able to access the last portion of ark passive?

It's definitely noticeable, but the biggest change for me was going full ancients, so I could get all the crit nodes in the enlightenment tree. Putting another point into vanguard is technically better if you have a crit syn or relic adren though.

Is blue better than red right now?

It depends. Since you're able to face tank aegir, most would say yes. G2 aegir you really have to go out of your way to get 100% front uptime but we'll see if brel changes that. Alas, it's just a preference of playstyle! Do what you have fun with!

Red has a higher ceiling still, but blue's ceiling is much closer than it was in T3 and way way easier to reach than red's. 90% of players will do more on blue. Red also lost some utility with the T4 node they take for damage. If they giga buff red's damage at some point, I might go back, but it seems like a lot of effort for not that much more reward right now.
