I think Yes, but you need to use with mix with the nightmare set (like 2 nightmare + 4 dominion) I haven't seen the full dominion set right now too.

What is the popular 5x3 / 5x3 + 1 build for full swiftness?

Mostly, Grudge, Raid captain, Hit master, Storm Fury (Class Engraving), Adrenaline + Ether Enhancement Or You could replace with the Cursed Doll + Adrenaline (Lv.1) But in the statistic or the KR guidance shows that Ether one is 10 % (if you have a critical rate buff character) higher than the Cursed doll one.
