There is allot of boots and head pieces that have a 20 sec cooldown. Personally i use it w/ Dark Moon Stave, completed underrated. Considering i can put a 8sec debuff on someone for 88% less damage 40% for mobs, every 20sec is massive :D But I use the 1st Q and 1W and 2nd passive. I use it to spike the damage on the final hit of the Q and 3 chain hits of the W. (w/ a Mage Cowl) and Demon or Guardian boots. CC passive. -- I was experimenting w/ Rush ability on Hunter boots for 120% movement and 35% additional CC. Pairs w/ the 4th passive. for a 70% increase duration of the Q. (patch notes) staff Q is being updated to aoe Stun. Thetford and Undead Cape. are the go 2s. Price of the jacket should not matter bc the most your paying is for the artifact. Ranges from 50k t4 at 450k t8. bc transmute are in the game its not hard anymore to get a .4 selfcrafted item anymore. :D

Pappaissues West and jacket of tenacity is a zvz only armor it's not useful anywhere else. It's used to counter demon armors on spiked or hellfire hands. :)

It is used in the mists for some meele builds. But agreed, mainly zvz

Ig you don't know jacket of tenacity is meta on lots of meele and range DPS in zvzs and small scale also it's very good in mist's on meele DPS like battle axe, carving, realm...
