This song was no doubt inspired by the Columbus Air Force (Stills himself has probably said so somewhere but I couldn't find it), a group of veteran pilots who smuggled weed from Mexico in small planes in the Sixties and Seventies. This was a joke name, not to be confused with the Columbus Air Force base back east somewhere. Columbus is a tiny city in Texas, not far from the border. They all got caught and did time. Google Columbus Air Force for some fun stories.

Listening to this I'm reminded once again how much Stills guitar sound shaped music in the 1970s. This particular song reminds me of the classic CSN&Y album 4 Way Street (although this was released years after that seminal recording) Stephen has a lonely bluesy quality in his playing that draws you in and perfectly compliments his warm earthy vocals.
