You need to level up the archery range to recruit Elven Archers, and levelling things like barracks and archery ranges in BFME1 is a matter of training units. You need to train at least 5 Yeomen to get the Archery Range to Level 2 and get to Elven Archers. Notice he switches as soon as he's able.
