Little known fact: There was gunpowder IN the Hobbit-- I forgot where I saw the reference, but 'crack' at the back of the cave, in Goblin-Town, is actually gunpowder. Also, the burning oil barrels you see with Gondor castles, Gandalf's fireworks (non-magic ones, even), and multiple other references prove that there was good bit of gunpowder all over Middle-Earth. There weren't yet major canons in sieges, with the blasting exception of Helm's Deep, but there was at least maybe as much gunpowder as in Mulan and 300. Flaming catapult shot and burning oil would have been more common, but they had some other ways to explode stuff, too. Only the more advanced armies like Mordor and Gondor and Isengard would have, though, definitely not Rohan, probably not Elves (don't count Rivendell and Lindon completely out, but Lorien, Mirkwood, and Dorwinion were more ''woodsy''-- Eregion actually probably *definitely* had very primitive gunpowder. Dwarves it would depend on a kind of roll of the dice. They'd be inclined to make it, but they were all mostly destroyed by Dragons. Maybe that was why, actually. Angmar and Arnor are a real mystery. Could they have conceivably been advanced enough? Yes, maybe. Did they actually do it? Not as certain. Rhun, Harad, and Khand would have been weird places-- not particularly powerful except when all under the banner of Mordor together, so they could have light fireworks but I think if they'd had anything like real bombs they would have assaulted Gondor much earlier and much harder. It's obvious that Saruman had invented more of a new use and new way to transport gunpowder than actually a totally new discovery. Wormtongue was a ignorant Rohirric clod, I mean he wasn't a peasant but he wasn't aware of a lot of things. Wormtongue not knowing about gunpowder doesn't mean everyone would be surprised by it. Ecthelion and Denethor surely, must have, known. Thengel and Theoden had forgotten, if they ever knew. The Palantiri of Gondor would have been a great source of knowledge second only to the Mirror of Galadriel. The entire White Council facing Dol Guldur ''and Saruman's knowledge of the devices of the Enemy aided us greatly." So that's Elrond, Galdariel, Cirdan, Gandalf, Saruman, Radagast, probably Glorfindel, Gildor Inglorion, In the east, Mouth of Sauron, the Witch-King, Khamul the Easterling, and Morgomir Lieutenant of Carn Dum (an assumed Nazgul), all would have had the chance to know Denethor-type things about the far Kingdoms of Men. I don't think Angmar used blasting fire of any kind in its wars against Arnor, but Fornost, Amon Sul, and Elostirion did all have palantiri, so Arnor may have known of the technology, most likely invented for the first time ever by Eregion's Gwaith-i-Mirdain with Dwarven help. I don't think Arnor's Kings saw it as anything but evil, and they would not have shared the discovery with other Elves and Dwarves in the area, so the Ered Luin Dwarves never found out (Nogrod and Belegost survivors). The Elven Ring-Bearers knew, though. RECAP If you had a Palantir or were on the White Council, you knew where the gunpowder was. If you were a tribe actually using gunpowder, you only knew that you had it, and if you weren't developing it personally, you had no idea to expect it. Goblins had more of it than anyone else, in the Misty Mountains, because between Moria and Eregion, the Misty Mountains were full of incredible crap lying around. Umbar was the second-best place to find it because they were practically more of an Evil Gondor than Minas Morgul itself. Orthanc was Saruman's Tower and made a more powerful gunpowder than any seen before. Other than those big three sources of explosive weaponry, *some* but not *all* of the Eastern and Southern Lands of Middle-Earth would have independently had their own fireworks, in Rhun, Khand, Harad, and actually probably the restored glory of Erebor, and in the way far off Orocarni Mountains. It seems likely at least one Dwarf Kingdom had their bombs backfire when raided by Dragons. Also, it seems like, while Dragons were an entire species, there can't have been too many of them specifically active at once, especially not flying ones, so there were at most 8 Dragons involved in the destruction of the four Eastern Dwarf Kingdoms and the deaths of the Blue Wizards. (Oh yeah and don't forget the magic cults they may have started for either good or evil.)

The AI doesn't use ships in vanilla either, unless set to Hard or Brutal. and even then they only build warships. If given ships at the start of a battle (custom maps) they will charge with their entire navy the moment the map loads.

If relemeber correct BFME2, bombaring ships have not so bad aim IF they get more close.If you use many on the beach, I supouse you can hit the builds esay, but close to the docks I mean.That way, you could won with out use the mines, because honest the mines kind of unfair hauhauhua

+Andrew Valdez It exists on vanilla as well, setting a handicap weakens the enemy by the percentage chosen. I don't know what all it changes, but it takes away enemy troops health for example
