Honestly I find it difficult to rate art when it is technically incredibly crude, or frankly not particularly good, but then has apparently has some meaning. I mean great you have three ovals that are eggs that represent her kids but then there are millions (literally millions) of people that can draw incredibly well. Seems a bit strange how we decide who gets put on the pedestal.

I'd really advise against the impulse to "rate" or decide whether or not you like a piece of art. And don't worry much about how it gets decided what work gets into museums and what doesn't; the mechanics and economy of the "art world" is far less interesting than artworks themselves. I'll suggest that a more enjoyable use of your life is to approach a work that interests you, get up close to it, and pay attention to how it makes you feel being in the presence of it (and I mean presence; a picture or video of an art work is rarely anything like breathing the air next to it). Maybe later, when you're thinking about what show to see next, you can think about work you've seen in the past that leads you to conclusions like "I like portraiture" or "I like contemporary Chinese art" as a guide to point you to the next experience. Unless you're thinking about buying a piece of art, how much you like something isn't really worth much of your time thinking about. It'd be like rating the weather or wondering if this was really a worthwhile sunrise; your opinion of these things doesn't affect them in the slightest, so you might as well just enjoy them.
