I know we don't like to be honest about these things, but this depends ENTIRELY on her race. If this was a white girl trying to hire a hitman, then, YES, she will just get a slap on the wrist. If she was Black (which I doubt), there is no way she gets anything less than 8 years. They are in Louisiana. The only place worse for that type of offense (if she's Black) would be Texas or Arkansas.
