She has the right to view her experience the way she is comfortable with. However the fact that he had his hand on or possibly in her private parts it certainly is SA in my opinion. SHe made stupid choices to stay around him, my guess this was because she was drunk. However if someone is telling you no while moving your hands away from them, that should be a clear enough “No”. I don’t believe the situation was unclear enough for him to keep pursuing her in the slightest.
