Description On Thursday 10/24/2024 at approximately 3:00 AM, I, Cpl. Ben Ibarra #173, was notified that a theft had possibly just occurred at a gas station on 7320 Cantrell Rd in Little Rock. The theft suspects left the scene in a black BMW passenger with paper tags. I was patrolling the area of Cantrell Rd and Rebsamen Park Rd. I was traveling westbound on Cantrell when I met a black BMW passenger car traveling eastbound at 62 mph in a 40-mph zone. I made a U-turn and the vehicle immediately tried to turn off of Cantrell. The vehicle, later identified as a black 2018 BWM 540 with AR temp tags of DB157475, pulled into the plaza parking lot east of Rebsamen Park Rd. I caught up to the vehicle and initiated a traffic stop. The vehicle slow rolled and eventually stopped. I instructed the driver to shut the vehicle off and open the door. The driver looked back at me but refused to comply. I could see at least 2 vehicle occupants and was able to look at the driver’s face clearly and hear his voice. I continued my instructions for several minutes until the driver finally rolled down the window about an inch and verbally stated he was refusing to comply. I could see at least 2 vehicle occupants and was able to look at the driver’s face clearly and hear his voice. I could also see he was not wearing his seatbelt, nor was the front passenger. The driver was identified as Jaylen Lacy (4/13/1994 AR). He was the registered owner on the paper tags of the vehicle. I moved closer to the vehicle in an attempt to open the door, but it was locked. Again, the driver verbally stated multiple times he was refusing to comply. I saw his hand go towards the gear shifter and I pulled out my baton and warned him I would break the glass while I had him at gun point. He continued to refuse to comply verbally and physically. While interacting with Lacy at his window, I could detect an extreme odor of intoxicants and could see his eyes were bloodshot as my pistol light was pointed at his face. He appeared to be intoxicated. As I was about to break the glass, Lacy placed the vehicle in gear and sped off as I was directly next to the car, creating a substantial risk of injury. I returned to my car and initiated a vehicle pursuit. Lacy re-entered Cantrell from the east side of the plaza and traveled west. Lacy traveled southbound on Cedar Hill, then east on Oakwood. Lacy then turned south on Oak St and attempted to make U-turn near H St. I attempted a TVI, which spun the vehicle but did not disable it. While Lacy's vehicle was sideways, I could again see Lacy clearly enough to ID him. Lacy then traveled northbound on Oak St and turned on Oakwood where I lost sight as I had to make a U-turn on a narrow road. Several units were enroute to assist and we were able to have every exit from the neighborhood blocked. We canvassed the area and located the vehicle parked crooked in the driveway of 10 Rosewood Cir. The vehicle was locked and unoccupied. I called for a wrecker, JHook, and the wrecker was able to open the locked the doors so the vehicle could be inventoried. Inside the vehicle, I located Lacy’s wallet which contained his ID, further substantiating the positive ID of his person. The picture on the ID looked identical to the person I was talking to in the front seat. I also located 2 bottles of champagne which were reported stolen from the gas station. One was a blue Moscato D’ Ashi and one was a yellow Moscato D’ Ashi. The yellow one had been opened and was about halfway empty. Lacy had an interlock requirement on his DL and no interlock was installed on the vehicle. One passenger was an unidentified black female, believed to be Mercedes Marie Taylor (5/5/1998 AR), as it matched her description and is a known affiliate. The other passenger was an unidentified black male. He was later identified by using the gas station cameras and seeing him in person the following day. After the vehicle was towed, I went to the gas station to speak with the clerk. The clerk provided a verbal and written statement identifying Lacy and provided a description for the unknown black male in the back seat. The clerk stated verbally and on paper that when he confronted them about the stolen items, the suspects stated they were armed. The store clerk also verbally stated they both had a heavy odor of intoxicants and appeared intoxicated. The gas station provided a short video of the robbery suspects entering the store. Lacy is seen grabbing the blue Moscato, which was one of the stolen items reported. He is wearing no shirt, and the tattoos match his return on JusticeXchange. The other subject can be clearly scene in the video, which was used to help identify him the following day. The vehicle was in impound, at the JHook yard off of 65th St, with a hold for continued investigation. Contact with Lacy was made, and he was informed that I needed to speak with him in person in order to remove the hold from the vehicle. I was able to make contact with Lacy and he agreed to meet at the wrecker yard. At approximately 11:40 PM, Lacy arrived in a white 2017 Land Rover with a Texas Temp Tag of 6N5969S. Lacy identified himself and I was able to recognize him visually from my interactions with him as well as the video from the gas station. Lacy was then placed under arrest. The passenger who was also seen in the gas station at the time it was robbed, identified as Kendrick Malone Evans (12/4/1995 AR), was present in the vehicle with Lacy again in the Land Rover and was placed under arrest. A third subject, identified as Tijon Moore (4/25/1999 CA), was also present in the vehicle and temporarily detained. He was later released without incident. The Land Rover was towed to JHook's yard and the hold for the BMW was removed. Both Evans and Moore were mirandized while in the back of a patrol unit. Both subjects placed Lacy and Evans in the vehicle at the time the vehicle fled. Evans stated he was not the one driving during the pursuit but admitted to being in the vehicle. Moore stated he was dropped off prior to them robbing the gas station. Lacy and Evans were then transported to the Pulaski County Detention Center. Lacy was booked in and charged with the following charges: 5-54-125: Fleeing by Vehicle - Exceeding the Speed Limit 5-12-103: Aggravated Robbery 5-36-103: Theft of Property - Obtained by Threat of Serious Injury 5-54-103: Refusal to Submit to Arrest 5-54-124: Fleeing on Foot 5-65-103: DWI 3rd 5-71-218: Open Container of Alcohol in the Vehicle 5-71-212: Drinking on the Highway 27-16-804: Violation of Restricted DL (No Interlock) 27-50-302: Reckless Driving 27-50-302: Speeding 63-40 27-37-702: No Seatbelt Evans was booked in charged with the following charges: 5-12-103: Aggravated Robbery 5-36-103: Theft of Property - Obtained by Threat of Serious Injury 5-54-103: Refusal to Submit to Arrest 5-54-124: Fleeing on Foot 5-71-218: Open Container of Alcohol in the Vehicle 5-71-212: Drinking on the Highway
