Thomas Headley Neo indicates that these are new versions of old ideologies. It isn't raw colonialism because he doesn't support a recolonisation of former colonies but he apologies for the colonial-originating economic institutions that constrain the development of former colonies, neo-conservatism and neo-liberalism concern the new more extreme versions of conservatism and liberalism that emerged in the late 70's/early 80's with the Thatcher and Reagan revolutions.

Whenever I watch these videos from 'elite' institutions it quickly becomes apparent they have terrible sound engineering departments. It sounds like someone left a few spare microphones on the floor of the audience, either that or under their chins.
