Of course it can get 15% unless you Soulburn. What's so good about Lua is that her S3 is a Non-attack skill, which doesn't need to hit to make the effects happen like Nahkwol's S3.

Yes..there are instances we can't soul burn anyway..so the minimum is at least take 100eff
