Yes, they are Lubavitchers. The Payos are prompts. They are known as "The Twins from France".

Lubivtechers originally wore bekishers and kolpicks and curled their peiyos but the last rebbe stopped this but some chassidim still keep to their old way

Not every boy has a lot of "zits fleish". Better they're doing this than watching videos on line. Hopefully as they get older they will be able to sit longer in yeshiva and learn more Torah b'ezrat Hashem.
