The idea is that the belt gave Johnson the knowledge of God up to the point when it was made, along with healing powers. But he doesn't have continuous omniscience or any other powers, so he rationalized his new abilities by assuming he WAS God. But he wasn't, and he didn't even have any understanding of what God knew around the time he kicked Lucifer out of heaven.

Pretty much. It's like a talisman that channels the divine. According to some 1st century stories, it is said God would manifest His divinity through objects of the divine. Clearly, the buckle was because it's part of the blade.
