Separate electorate does not mean what you defined it to be, if there are 100 people living in a certain area where 70 % are muslims, the separate electorate will ensure that 70% seats concerning that area will be for the muslims, and the remaining seats will be reserved for the other communities, the minority of the area has their own representative and they can vote for him, its does not mean that they don't have the right to vote.
