Yeah, it's an icon quote and phrase from the games. Does it suit this Ghoul character? Not really. Goggins ghoul is a bit of a different type of character. He's a ghoul and knows it, but it's not really his main goal. The main goal is survival. He's also more old world than the others. The ghouls in the past who have used that phrase are more chilled out and actually thinking about it. Most of the ghouls who say smoothe skin are actually not pre-war ghouls. Charscters like Hancock, some of the Goodneighbor NPC, and the underworld charscters only seem to use the phrase if their not pre-war.

Tip for survivors. That radioactive water needs fine filtering and distilling. That radiation is from suspended particles and dissolved materials, not the water itself. Even if held in a radioactive container, the filtered and distilled water is safe.
