Yes Rwanda is a place to visit or be... retiring there is a really good option, yes, especially because the prices are still really affordable for land, and construction, and then because the quality of life there is nice, no pollution, nice products from mother earth. About being a safe place, yes it is, but to tell you the truth I had the same feeling in many places in Africa, even in some countries that doesn't have always the best reputation. The damaged part of the road is the result of the recent disaster problems that took place at the beginning of this year. It's a disaster prone area, not recommended for bike rides in rainy seasons.
