Answering your doubt with luffy's speed feats, he managed to dodge pacifista's lasers in base form, which was said by x-drake that they are the same laser from admiral kizaru (light speed) so he's as fast as naruto (both of their maximum speed feats was dodge a light speed beam so i think this is accurate), and about destruction power, luffy's maximum destruction power feat was to hit doflamingo very far on the sky and just doflamingo hitting the ground destroyed the whole country of dressrosa (we have some theories about one piece planet being bigger but i won't consider it) and naruto's biggest destruction feat was to destroy a hollow moon (and i really don't know why people say this scales naruto to planet level, the moon is way smaller than a planet and it was a hollow moon), so in destruction level naruto is a little bigger, so i think we can make a draw between onigashima luffy and shippuden naruto, but hokage naruto being stronger.

I've watched all of the current one piece, subtitles so up to 1000 episodes and I love the show. It's just that naruto is really just that strong compared to Luffy, as of right now. One piece isn't over yet. Probably has a couple hundred more episodes so there is a chance he could catch up but I'm doubting it.
