At 08:20 , Why did it throttle the outboard engine that wasn't Reverse Thrust? Doesn't this lessen the effect of Reverse Thrust? What is its purpose?

Reversers are only on the inboard engines.

the other planes are coming right behind him. ATC had it so one runway was for arrival and the other runways are used for departure. If the video was taken from right hand side you would off seen the other aircrafts
