Why didn't lugia use hydro pump

Because hydro pump could not ko ho-oh

He did, but even with tera power it didn't ko Ho-oh(not even close), then it tried another attack

aeroblast has a 20% crit chance i believe and yet hydropump was never gonna ko Ho-oh with how high his special defense and lugia not hitting that hard

It's because of the stellar tera type when a pokemon terastalizes into a stellar type they're attacks get boosted but the boost is once per move so when lugia used Hydro pump it got boosted by the stellar tera but after it used it the Hydro pump wasn't as strong as the first time it used it but aeroblast was still boosted by the stellar type so at that moment aeroblast was it's best option
