This section of the game starts when Luigi find the big ship blocking his route through 12F. You then need to head on back to the lab for an upgrade. As it turns out, Toad has gone missing trying to get the part for the professor and from the footage he appear to be in B2. If you mean at the beginning of B2 use your dark light, there should be a hidden ladder.

There were several other places I missed too that I only found out about by going through the hotel again to grind any remaining achievements and I noticed that you missed a Toad place at 10:36,there's a fragile wall behind the ladder. I wish other projectiles would work too
