Nah, I think it's not because he can't believe he saved Mario, but more the case that Mario actually seems grateful and compliments him. Luigi has always been second fiddle to his bro, even to the point in one of the party games or something, when Luigi comes 1st, during his celebration Mario gate-crashes it by sarcastically (And rather snobbishly) applauding Luigi. Then to add insult to injury, Mario steps on Luigi's foot and rubs it into the ground, jealous that his sidekick is No.1 for a change. However, in this, I believe Mario finally realises just how lucky he is to have Luigi. If it weren't for him, he'd most likely be stuck there for all eternity. For further proof see 10:28. Mario is proud when he says: "That's my bro!". Luigi is overjoyed that he's being recognised by his bro as not just a sidekick. That is what makes this ending, spectacular. Luigi finally gets his moment of triumph without spoil.
